Child Care Advocates of Kentucky (CCAK) is the voice of the child care industry in Kentucky representing the interests of working Kentuckians, including 19,000 child care owners and workers, who together deliver child care services to more than 200,000 Kentucky families. Success In Frankfort

We are proud to report that after many months of working behind the scenes in Frankfort, Governor Matt Bevin enacted emergency regulations to add $1 per day to the CCAP reimbursement rate statewide – the first rate increase in 10 years! And, this monumental achievement took place during the most strident effort in decades to cut government spending! This $20 million of aid to child care centers across Kentucky could not have been possible without CCAK.

Critical Issues

Child care centers don’t have the time or resources to advocate for their business, and in the end, it is Kentucky families and children that hurt because of it. Hence, CCAK is here to address the following key issues:

CCAP payments must be based on enrollment instead of attendance, as it is now.
CCAP contracts must be written for full 12 month terms and not sporadic terms.
Eligibility to enter CCAP must be increased to 200% of the current federal poverty published guidelines.
The CCAP daily reimbursement rate must see an increase of up to 33%.

and government relations.
The benefits of high quality child care last for decades. Children who attend high quality child care are less likely to have behavior problems in school and are four times more likely to attend college. And the timing is critical – more than 90% of brain growth occurs from birth to age 5! Therefore, the time is now to help our child care centers help our kids!
